To run this particular version you need a Sega Genesis emulator. WGens is good but there are others as well.

To mount an .ISO or .BIN image, you'll need to install a virtual drive to emulate a physical optical drive in your system. It will go through the same process of mounting the image file. A virtual drive makes your computer think that a disk has been inserted and the image loads like as it was running from a disc.
There are several virtual drive options, but the most popular-and free-version is WinCDEmu.
You could also download 'Power ISO' - however, the free trial version Is limited until you purchase the full program; but It will give you an insight Into what .bin and .iso files are all about - there's also a limit on program size on this sample program.
Mounting will only work if the image is designed to run on your system. If you have Windows 8 or OS X, they come with built-in virtual drive software. You will have to convert the .BIN into an .ISO file first.
